Council Meeting Highlights - May 5, 2020

A Request for Proposal for the provision of services for the collection and processing of recyclable materials was developed and circulated jointly by the Town of Carleton Place, the Municipality of Mississippi Mills and Township of Montague. Submissions were accepted until February 21st, 2020. Bids were evaluated based several factors in addition to price such as Corporate Profile, Experience, Organizational Plan, Facilities, Implementation Plan, Environmental Considerations, Communication Strategies, and Contingency Plans. Based on satisfactory scores on the above categories, the financial component was then reviewed. Emterra Environmental generated the highest scoring of all bidders, based on their submission. Based on this result, Council approved entering into a contract (By-law No. 41-2020) with Emterra Environmental for dual stream collection on an alternating weekly basis in the amount of $519,116.80 plus HST.

 

One change that will be of significant note to residents is the switch from a single stream collection to a dual stream collection.   A dual stream collection will see fibres (cardboard and paper products) collected one week with the collection of plastics and metals the next week in an alternating fashion. The Town recognizes that single stream is convenient for residents in that all materials simply go into one container and no separation is required.  Unfortunately, there is a higher rate of contamination in a single stream process resulting in the recycled items being difficult to process and market. There will be a three (3) month transition period for residents starting June 1st to switch to the Dual Stream Alternating Week Collection. More information and outreach will be forthcoming to help residents with this transition as the date gets closer.

 

There was a closed session item on this evening’s agenda where the Solid Waste Collection and Disposal Tender was discussed. Upon returning to regular open session, Council passed a motion to reject all submissions received in response to its Solid Waste Collection and Disposal Services Tender and instructed staff to re-issue the tender. Staff will negotiate with the Town’s current provider to extend services until an award can be made on a new tender.
