Animal  Control By-Law No. 25-2005
 
   Five Good Reasons to Follow Animal Control By-Laws:

  1. To keep your pet, or someone else, out of danger.    
  2. To help prevent your pet from going astray or getting lost, and if they do, to identify them and return them to you.    
  3. To help keep your pet and our environment healthy.    
  4. To help keep neighbourhoods happier.
  5. To avoid receiving a fine for an animal control-related violation.
Animal Control Services for the Town of Carleton Place
Effective February 1, 2011, animal control services for the Town of Carleton Place are now provided by Municipal Law Enforcement Services (MLES). MLES is owned and operated by Jim and Darla McBain and has extensive experience in providing this type of bylaw enforcement service to area municipalities.

The number for residents to reach the Animal Control Officer is 613-809-7048. Hours of operation for animal control remain 10:00a.m to 6:00p.m, Monday to Friday. Response outside these hours will be for emergency calls only.

Animal pound services for Carleton Place are now being provided by the Lanark Animal Welfare Society (LAWS) at their facility located at 253 Glenview Rd., R.R. 3, Smiths Falls. Their hours of operations are 11:00a.m to 4:00p.m, 7 days a week and they can be reached by phone at 613-283.9308. To visit the LAWS website, go to http://www.lanarkanimals.ca/

Licences and Animal Identification
Every dog that is over 12 weeks of age in Carleton Place must have a dog tag. All other animals must be registered with the Municipality and must have a means of identification if that animal ever leaves the owner?s premises. Dog tags expire on the 31st day of December each year.

Stoop and Scoop

The owner or the person who has control of the dog is responsible for removing feces left behind on  the streets, on public or private property or in parks. Failure to do so will result in a fine.
 
Noise and Nuisance

A pet is considered to be a public nuisance, and the owner will receive a fine, if:
1. It causes excessive noises or sounds that disturb inhabitants in an area. 
2. It trespasses on or causes damage to another person?s property. 

Animals at Large

Within Town limits, it is prohibited for pet owners to allow their pets to run at large. Your pet is considered to be running at large when found in any place other than the premises of the animal owner and not under the control of any person.  Cats must be spayed or neutered, and wearing identification, if let run at large.
 

Budget By-law 2012-24

The by-law authorizing the current year budget sets out the amounts required to be collected through property taxes.

 


 

Building Permits

This by-law sets out the requirements for obtaining a building permit and applicable fees.

 


 

Civic Addressing

This by-law details the need to identify your property by means of posting your assigned street number so that they are visible from the street.

Lawn Watering By-law No. 19-2000

In order to ensure that water shortages do not occur, a Water Usage By-Law has been passed by Council. This By-Law regulates the consumption and use of water during certain times of the year. From the first day of May to the last day of September of the same year, the following regulations apply:
  1. No person using the Town of Carleton Place water supply system shall water from more than one connection.
  2. Residents occupying an even-numbered address may water on even-numbered calendar days only.
  3. Residents occupying an odd-numbered address may water on odd-numbered calendar days only.
  4. Watering is allowed only between the hours of 5:00 am and 9:00 am, and between the hours of 7:00 pm and 11:00 pm.
  5. A fine may be issued to anyone not following these rules.
  6. The only exception is if a significant amount of new grass or sod is installed, and in this case a one week period of watering is allowed from the initial date of installation.

 


 

 

 

Noise

This by-law defines what constitutes an unacceptable noise and identifies the permitted hours of use for certain types of equipment.

 


 

Open Air Burning

This by-law details the conditions under which open air burning is permitted.

 


 

Pools

This by-law details the process to obtain a permit to install a pool and the fencing and maintenance requirements for existing pools.

Property Standards By-law No. 64-2008

The Property Standards By-law sets out minimum standards to which all properties in town must conform. It deals with all property components both interior and exterior as well as detailing remediation and enforcement procedures.

This by-law details the various classes of refreshment vehicles, the regulations governing their use and identifies the permitted locations for them within town.

 


 

Right of Entry

This by-law outlines the circumstances under which a person can enter onto their neighbour's property to effect repairs to their own property and the procedures to be followed.

This by-law details the procedures to be used when applying for a permit to close a town street for a special occasion.

Yard Maintenance By-law No. 39-2005
The Town of Carleton Place has passed a Yard Maintenance By-Law to ensure that an attractive and safe community is maintained for all residents. Each yard must be kept free from both weeds and grass which exceeds a height of 200 mm or more. Further, each yard shall be kept in a condition such that brush, heavy undergrowth and all noxious weeds are controlled.

Upon inspection of a yard that does not conform to the above regulations, the Owner will receive a written notice from a By-Law Enforcement Officer. If, within seven days of the notice, the yard still does not conform, a designated Municipal employee will arrange to have the yard remedied at the Owner's expense.
