Upcoming Road Reconstruction – Sidewalks – Council directed staff to poll all residents within the Mississippi Manor subdivision regarding a proposed new sidewalk on each of Nelson and Alexander Streets forming part of the reconstruction of the streets in 2024.


By-laws

The following By-laws of note were read and passed:

By-law No. 28-2024 - To Adopt a Sign By-law - Repeals By-law 65-2008 
The current by-law operates on a permit-and-inspection basis. The by-law has been subject to numerous revisions and amendments over the past 16 years, and rather than continuing to make further amendments, Council agreed that a comprehensive repeal and replacement was the more practical approach. The goal of the new by-law is to simplify the process of erecting a sign, by clarifying prescriptive requirements, providing more flexibility, and creating more consistency with the installation, maintenance, and use of signs in the Town. This change in methodology will allow all property owners and their tenants to legally place signage in accordance with the by-law without the need for a permit application and fees. This process will still be supported by staff through any inquiries or consultation that the public may require as a complimentary service and will require no fee.

By-law No. 29-2024 - Amendment to Fees and Charges By-law – Signs 
This amendment to the Fees and Charges By-law applies to administrative fees for sign removal and/or storage with respect to the enforcement of the Sign By-law should the provisions of the Sign By-law not be followed.

By-law No. 30-2024 - Agreement for Additional Services with the OPP
The Province passed the Comprehensive Ontario Police Services Act, 2019 (Bill 68) and established the Community Safety and Policing Act, 2019 (CSPA) which no longer requires municipalities to have a contract with the Province (Ontario Provincial Police (OPP)) unless they have an enhancement to their contract and then the contract only pertains to the enhancement position(s). The Province’s contract with Carleton Place currently contains a Sergeant enhancement position. For municipalities to retain enhancements under the CSPA, a new contract and associated by-law is required. Since the Town transferred its policing from its own police force to the OPP in 2003, the Town has always paid for a Sergeant enhancement to its policing contract.  As the enhancement position is currently incorporated within the Town’s policing contract with the Ministry of the Solicitor General, there are no additional cost implications to the Town’s budget for 2024. The passing of this By-law authorizes the Mayor and Clerk to enter into a five (5) year agreement with His Majesty the King in Right of Ontario as represented by the Minister of the Solicitor General for the provision of additional services in the form of a Sergeant enhancement to the policing services provided by the Ontario Provincial Police.

Mayor Randell noted the following dates of significance during this evening’s Council meeting:

  • National Day of Mourning – April 28th, 2024
  • Emergency Preparedness Week – May 5th to 11th, 2024
  • National Nursing Week – May 6th to 12th, 2024
  • Children’s Mental Week – May 6th to 10th, 2024

Reports

DP3-01-2023 – 256 High Street - The Committee of the Whole authorized the approval of application DP3-01-2023 for 256 High Street. The purpose of the application is for an active re-use of a former institutional building (Stoneridge Manor) which will be converted into a 34-unit residential apartment building. The apartment use will occupy the existing building and volume (with a small underground expansion, non-visible at surface level). The previous parking configuration of the institutional use will be resurfaced, along with improvements to the landscaping in the various yards surrounding the building. The Committee directed Staff to issue a Development Permit in accordance with Section 2.24 of Development Permit By-law 15-2015.

DP3-01-2024– 450 McNeely Avenue - The Committee of the Whole authorized the approval of application DP3-01-2024 for 450 McNeely Avenue (Smart Centres). The developed portion of the subject property includes existing commercial uses anchored by Walmart, Bulk Barn and Dollarama. The purpose of the application is for a commercial development on a vacant portion of the property at 450 McNeely Avenue. The noted vacant land is located at the northeast corner of the property. A single commercial retail building (approximate gross floor area of 2,269.34 m2) along with a new parking area to serve the building will be constructed. The Committee directed Staff to issue a Development Permit in accordance with Section 2.24 of Development Permit By-law 15-2015.


The next regularly scheduled Council and Committee of the Whole meetings will be on Tuesday, May 7th, 2024, commencing at 6:00 p.m.

 

MUNICIPAL NEWS

Employment Opportunity - Assistant Cook

The Town of Carleton Place is seeking an individual to fill the full-time position of Assistant Cook.

Summary:  Reporting to the Childcare Cook, the Assistant Cook works closely with all kitchen staff contributing to the overall operations and functions of our institutional kitchen. The Assistant Cook will ensure compliance with all allergies, safety regulations, and Ministry guidelines. The Assistant Cook will replace the Childcare Cook in times of absence.

Qualification/Experience:

  1. Post-secondary food-related diploma,
  2. Current Food Handlers Certification,
  3. Must be willing to obtain and maintain CPR-C/AED and standard first aid certification
  4. Must be willing to obtain and maintain Anaphylaxis training,
  5. Minimum two (2) years of kitchen experience in an institutional kitchen environment; experience in childcare would be considered an asset,
  6. Possess and maintain a valid Ontario Class “G” Drivers’ License and reliable vehicle to use for corporate business when required, and
  7. A Vulnerable Sector Check (valid to 6 months of employment).

The 2024 pay grid for the position is $18.17 - $23.11 based on a 35-hour work week. In addition, a comprehensive benefit package with 100% employer-paid premiums for health, dental, life, short/long term disability is provided plus a pension plan with matching employer contribution.

Ontario Investing in Local Emergency Preparedness and Response - Targeted investments will help keep communities safe during emergencies

The Ontario government is investing $5 million in communities across the province to help them prepare for and respond to emergencies. Funding is being delivered through the Community Emergency Preparedness Grant to help communities and organizations purchase critical supplies, equipment, and deliver training and services.
