Special Council Meeting

The Town of Carleton Place Council will hold a virtual (Zoom) Special Council Meeting on Tuesday, April 30th, 2024, starting at 1:00 p.m. to discuss Tender PW-2024-01 for the Town’s 2024 Road Program. The approved 2024 capital budget includes $2,329,253.00 allocated for the works proposed as part of the road program. The tender was advertised for three (3) weeks which resulted in three (3) submissions, all of which were over the 2024 budget allotment. Council will be considering options related to the award of tender given that all submissions came in over budget. The agenda and associated documents for the meeting are available on the Town’s website. Members of the public can view the meeting online via Zoom or a live stream on the Town Hall Facebook page.


Curbside Leaf Collection – Compost Yard – Household Hazardous Waste

Spring Curbside Leaf Collection 

The Public Works Department curbside leaf collection period has started and will run until Friday, May 3rd, 2024. Please place leaf bags at the curb for collection and follow these guidelines: 

  • Bags should be at the curb by 7:00 a.m.  
  • Public Works will only accept items in paper leaf bags. Items in plastic bags will not be collected. 
  • Bags must not exceed 15 kg. 

We are appealing to residents to please be patient with Public Works staff as we do our best to collect the significant volume of bags that will be placed at the curb during this two-week period! 

Compost Yard Opening Dates 

Town of Carleton Place residents who wish to deliver their leaf and yard waste to the Compost Yard, located at 128 Patterson Crescent, can do so starting on the following dates:

  • Saturdays - Starting May 4th – 8:00 a.m. to 1:00 p.m. (please note the change in hours of operation from 2023) 
  • Wednesdays – Starting May 8th – 3:00 p.m. to 8:00 p.m. 

The Public Works Department would like to remind residents that dropping materials at the gates of the Compost Yard when the facility is closed constitutes illegal dumping and is not permitted. 

Household Hazardous Waste (HHW) Depot

The Household Hazardous Waste (HHW) Depot will be open each Saturday from 8:00 a.m. to 12 noon starting on May 18th, 2024. Please note the HHW facility is limited to the residents of Carleton Place, Beckwith, Drummond / North Elmsley, Montague, Mississippi Mills, Smiths Falls, and Perth. Residents will be required to provide proof of residency upon arrival.

Ontario Helping Family Doctors Put Patients before Paperwork - Initiatives will save doctors 95,000 hours that can now be spent caring for people

The Ontario government is taking further action to help family doctors and other primary care providers spend more time with their patients and less time on paperwork.

The government will allow primary care providers to spend more time with patients by making changes that encourage employers to use other tools instead of sick notes, such as attestations, that will help maintain accountability as employees request time off sick. The province is also expanding an innovative program to more than 150 primary care providers that safely uses artificial intelligence to automatically summarise or transcribe conversations with patients who consent into electronic medical notes. This will result in a better patient experience and more accurate records.

These initiatives, in addition to other changes aimed at putting patients over paperwork, will free up to 95,000 hours annually for physicians to put back into their practices caring for patients, including:

  • “Axe the fax” to replace fax machines over the next few years to speed up diagnosis, referrals and treatments while improving the privacy of patient’s health information.
  • Expanding eServices to digitize more referral and consultation forms so they can be conveniently shared electronically in a timely manner to obtain specialist advice, often eliminating the need for an in-person specialist visit entirely.
  • Improving the eForms platform to use more digital tools that make it convenient for providers to autofill and share forms.
  • Working with the Ontario Medical Association (OMA) to streamline and simplify 12 key government medical forms that are burdensome, as well as digitizing and integrating more forms into electronic medical records.
  • Accelerating the expansion of the centralized waitlist program for surgical and diagnostic services that will take the guesswork out of the referral process and provide faster access to care for patients.

Ontario Raising Highway Speed Limits - 400-series highways will see posted speeds of 110km/h

The Ontario government is raising the speed limit permanently from 100 km/h to 110 km/h on 10 additional sections of provincial highways in northern and southern Ontario. The change builds on the safe and successful increase to six (6) sections of provincial highways in 2022 and aligns with posted speed limits in other jurisdictions across Canada.

Starting July 12th, 2024, the speed limit will be permanently raised to 110 km/h on most of the following provincial highway sections, with the remainder coming into force before the end of the year:

  • Hwy 401, Tilbury, extending the existing 110 km/h zone further east by 7 km
  • Hwy 401 from Hwy 35/115 to Cobourg (approximately 35 km)
  • Hwy 401 from Colborne to Belleville (approximately 44 km)
  • Hwy 401 from Belleville to Kingston (approximately 66 km)
  • Hwy 401 from Hwy 16 to Quebec boundary (approximately 107 km)
  • Hwy 403 from Woodstock to Brantford (approximately 26 km)
  • Hwy 403 from Brantford to Hamilton (approximately 14.5 km)
  • Hwy 406 from Thorold to Welland (approximately 13 km)
  • Hwy 416 from Hwy 401 to Ottawa (approximately 70 km)
  • Hwy 69 from Sudbury to French River (approximately 60 km)
