A variety of planning approvals have been granted either immediately before, or during the State of Emergency declared due to COVID-19. Per the Town’s Development Permit By-law 15-2015, the decision of the Committee for Development Permit approvals is valid for a period of 6 months after the date of the decision. If the Development Permit Agreement is not signed within that time period, the lands will revert to the uses permitted prior to the Committee decision. Due to various complications and concerns that developers are experiencing due to the pandemic, the Committee of the Whole approved an extension to Development Permit Agreements that would have expired within the period of the provincial COVID-19 emergency equivalent to the length of the declared provincial emergency. Please note, an amendment was made to the motion to exclude the Development Permit DP3-04-2019 for McArthur Island.
Council approved the Audited Financial Statements for 2019. Carleton Place was among the first fifteen (15) municipalities out of 444 municipalities in the Province to file its financial return with the Province of Ontario. The documents are available on the Town’s website.
The Development Services Department submitted an Activity Report for the first quarter of 2020 noting that 2020 has surpassed the statistics for the same period last year. The first four months of 2020 has shown a 43% increase over the 2019 activities and a 60% increase over that of 2018. In addition, the Planning Department has reviewed site plans for 80 building permit applications, coordinated the opening of Phase 3 of the Carleton Landing North Subdivision and worked with the developer and the County for completing the agreement requirements for the NuGlobe subdivision. COVID-19 restrictions have created more challenging dealings for both staff and developers but have not stopped the increasing progress of development planning for the Town of Carleton Place.
Council passed a new Refreshment Vehicle By-law (50-2020) repealing By-law 16-2016. Changes to the new By-law include provisions for additional types of refreshment vehicles, including mobile ice cream trucks and bicycles; provisions to better accommodate servicing special events; greater flexibility regarding the location of refreshment vehicles; the removal of restrictive parking requirements; minor administrative changes such as correcting spelling, numbering, updated wording, and the replacement of the map with pre-approved locations in favour of a listing to easily enable future amendments.
