Community Enrichment Grant
Community groups looking for financial assistance for their event should refer to the Community Enrichment Grant Application package found above, which includes the criteria for consideration.
In order to streamline the process in a more efficient manner, applications for Community Enrichment Grants will be accepted until February 28th of each year. If funding allows, a second intake will occur until August 31st. Organizations are advised to ensure their applications are submitted for the first intake to avoid disappointment.

Municipally Significant Event – Application Process
In order to be deemed an event of municipal significance, your event requires a designation by the municipality in which the event will take place. Special Occasion Permit (SOP) applications to the Alcohol and Gaming Commission of Ontario (AGCO) for a municipally significant Public Event must be accompanied by either a municipal resolution of a letter from a delegated municipal official designating the event as municipally significant. The Manager of Recreation and Culture has been given the delegated authority to consider applications for Municipal Significance.
The Town of Carleton Place requires that an event meet the following criteria in order to be designated as municipally significant.
- It is a public event that is being advertised to the general public (hosting 100 or more members of the public);
- Has predetermined opening and closing dates and times;
- Has local, regional, national or international historical or cultural significance;
- Builds awareness of diverse cultures;
- Benefits the community at large.
Applicants whose events have been designated as municipally significant must agree to the following conditions:
- Obtain a minimum of FIVE MILLION DOLLARS ($5,000,000) liability insurance, naming the Town of Carleton Place as an additional insured, at least three (3) weeks prior to the event and must provide a certificate of Insurance to the Manager of Recreation and Culture. The permit holder shall be required to indemnify and save harmless the Town of Carleton Place from all claims arising from the permit or event.
- Serve the public interest by upholding the by-laws and policies of the Town of Carleton Place, and any other applicable legislation, including the Municipal Alcohol Policy.
- Assume all responsibility for compliance with regulations regarding SOPs and with other application legislation, including but not limited to the rules with respect to the Fire and Building Codes, Noise By-Laws, Street Closures, etc.
- Provide any additional details as may be requested by the circulated stakeholders of the Municipality.
- Any event(s) that are deemed municipally significant that take place in/on Town-owned property must ensure proper controls are in place that are deemed appropriate by the Town of Carleton Place, depending on the event, location, size and scope.
- Any event to be deemed municipally significant that takes place in/on Town-owned property must obtain an approved rental agreement (indoor event) or a Special Events Permit (outdoor event) through the Town’s applicable application process.
- The Town of Carleton Place reserves the right to withdraw its approval of events deemed municipally significant at any time. Notice of withdrawal will be sent to the applicant with an explanation of the reasons for the withdrawal. AGCO will also be notified of the withdrawal of approval.
If approved, you will receive a letter addressed to the AGCO stating that your event has been deemed municipally significant.
Please note: While the Municipality may designate an event, the Registrar for the AGCO ultimately has the final decision of whether or not to issue a Special Occasion Permit for the public event.
Municipally Significant Event Application
Applications must be submitted to the Manager of Recreation and Culture at least 45 days in advance of the event. Applications not received within this time frame will not be considered.
Please note that this application is subject to approval before an official permit is issued.
