Notice of Study Commencement
The Town of Carleton Place (Town) has witnessed unprecedented growth over the past 5 years, and this growth is expected to continue into the foreseeable future. To accommodate growth and ensure the integrity of the Town’s servicing infrastructure and capacity for existing and future development, the Town has initiated a Water and Wastewater Master Plan (WWMP) to provide a long-range plan for water and wastewater needs over the next 20 years. The WWMP will review opportunities to optimize the performance of existing infrastructure, while identifying the most sustainable approach to serve the Town’s existing communities as well as new development.
This study is being undertaken in accordance with Approach #2 of the Master Planning Process, as outlined in Appendix 4 of the Municipal Class Environmental Assessment (MCEA) document (October 2000, as amended in 2007, 2011 and 2015). As such, the WWMP will address Phases 1 and 2 of the MCEA process to fulfill the requirements for the recommended Schedule B projects, and will form the basis for the recommended Schedule C water and wastewater projects identified within the WWMP report. Given that the findings of the WWMP are anticipated to confirm the need for expansion of the Water Treatment Plant and the Wastewater Treatment Plant, the Town may proceed with Phases 3 and 4 of the MCEA process for these projects.

Various opportunities for public involvement will be provided during this important study, and your feedback is encouraged to provide input to project planning by helping to identify potential water and wastewater servicing needs and opportunities. Online Public Information Centre 1
As part of this study, a comprehensive consultation process is being undertaken and your participation is encouraged. An online Public Information Centre (PIC) is being planned to share information related to the study background, MCEA process, existing conditions, future deficiencies and opportunities, evaluation of alternative solutions, recommended water and wastewater infrastructure solutions and next steps in the study process. Considering COVID-19 and physical distancing requirements, PIC 1 will be held on an online platform. The WWMP reviews opportunities to optimize the performance of existing infrastructure, while identifying the most sustainable approach to serve the Town’s existing communities as well as new development.
This study was undertaken in accordance with Approach #2 of the Master Planning Process, as outlined in Appendix 4 of the Municipal Class Environmental Assessment (MCEA) document (October 2000, as amended in 2007, 2011 and 2015). However, based on the findings and recommendations of this study, the WWMP will generally address Phases 1 and 2 of the MCEA process and will form the basis for the recommended Schedule B and Schedule C water and wastewater projects identified within the WWMP report, including the need to expand the existing Water Treatment Plant and the Wastewater Treatment Plant. As such, the Town may proceed with Phases 3 and 4 of the MCEA process for these Schedule C projects. The recommended Schedule B projects will be subject to further study in the future.
The study process, including the evaluation of alternative solutions, the identification of a recommended set of solutions to develop the Master Plan, the preliminary potential environmental impacts and proposed mitigation measures, and the consultation activities undertaken as part of this study, have been documented within a WWMP report. A copy of the WWMP is available for public review and comment between June 2, 2022, and July 5, 2022, below.
