TAKE NOTICE that a Public Meeting will be held on Tuesday, June 10, 2025, at the Committee of the Whole meeting (which commences immediately following the Council meeting starting at 6:00 p.m.) at Carleton Place Town Hall, to consider a proposed amendment to Development Permit By-law 15-2015.
TAKE NOTICE that, in accordance with Sections 34 and 70.2 of the Planning Act, R.S.O. 1990, Chapter P.13, this notice is to advise that there is sufficient information and supporting documentation to deem the amendment complete.
TAKE NOTICE that if you wish to be notified of the decision of the Town of Carleton Place on the proposed Development Permit By-law amendment, you must make a written request to the Development Services Department at tduval@carletonplace.ca.
How to Participate
Open House
The draft by-law amendment will be made available in person and on the Town’s website. Participants are encouraged to review the material and provide comments on the comment sheets provided.
Public Meeting
Residents interested in actively participating in the public meeting are required to notify the Clerk of the Municipality at sblair@carletonplace.ca by 2:00 p.m. on the Monday prior to the meeting.
Providing Comment
Residents are encouraged to provide comments in writing or by telephone, by contacting the Development Services Department at planning@carletonplace.ca or 613-257-6213.
Purpose and Effect of Amendment
The purpose of the amendment is to repeal and replace the entirety of Development Permit By-law 15-2015, as amended.
Following the initial open house, statutory meeting, and public consultation, Town staff revised the draft by-law. A second circulation and additional public meeting were deemed necessary to ensure transparency.
While the entire by-law is undergoing revision, the primary changes address:
- general changes, including typographical errors, grammar, omissions, and wording
- clarifying administration, interpretation, enforcement, application classes, application requirements, the application process, and agreement/permit requirements
- expanding general provisions where gaps were identified
- refining Development Permit Area provisions and design guidelines to reflect industry standards
- updating the list of defined terms used in the by-law

Land Affected by the Amendment
The proposed amendment is general in nature and applies to all lands within the Town of Carleton Place.
Legal Text
Any person may attend the public meeting and/or make written or verbal representation, either in support of or in opposition to, the proposed policies in the Development Permit By-law amendment.
If a person or public body does not make oral submissions at the public meeting, or make written submissions to the Town of Carleton Place, before the Development Permit By-law amendment is passed, the person or public body is not entitled to appeal the decision of Council to the Ontario Land Tribunal.
