Notice of Adoption – Official Plan Amendment No. 11

In accordance with Sections 17 and 21 of the Planning Act for the Amendment of the Official Plan

Town-initiated Proposed Official Plan Amendment No. 11Franktown Road Neighbourhood Secondary Plan

TAKE NOTICE that the Council of the Corporation of the Town of Carleton Place passed By-law 75-2025 on the 7th day of October, 2025, under Section 17(22) of the Planning Act, to adopt Official Plan Amendment No. 11 to the Town of Carleton Place Official Plan.

THE SUBJECT LANDS encompass all the lands indicated on the key map as within the Approximate Boundaries of the Secondary Plan Area.

THE PURPOSE AND EFFECT of the proposed Official Plan Amendment is to adopt the Franktown Road Neighbourhood Secondary Plan and to address necessary changes to the Town’s policies and mapping to reflect the proposed Secondary Plan. The intent of the Franktown Road Neighbourhood Secondary Plan is to guide future growth and development in the Plan Area, and to provide policy direction on land uses, built form, densities and building heights, parks and open spaces, transportation, and servicing throughout the Plan Area. The effect of the proposed Official Plan Amendment is to:

  • Add a new subsection 8.2 to reference the Franktown Road Neighbourhood Secondary Plan; and
  • Amend Schedule A of the Town of Carleton Place Official Plan to remove the Plan Area and to add wording to reference Schedule A-1 of the Secondary Plan.
  • Amend Schedule B of the Town of Carleton Place Official Plan to remove the Plan Area and to add wording to reference Schedule B-1 of the Secondary Plan.

AND TAKE NOTICE that the County of Lanark is the Approval Authority for Official Plan Amendment 11. The Official Plan Amendment and supporting documentation have been submitted to the County of Lanark for approval.

Any person or public body is entitled to receive notice of the decision of the Approval Authority regarding the Official Plan Amendment, if a written request to be notified of the decision (including the person’s or public body’s address, fax number or email address) is made to the Approval Authority at the following address: County of Lanark, 99 Christie Lake Road, Perth, ON, K7H 3C6

Additional information in relation to the proposed Official Plan Amendment is available for inspection between 8:00 a.m. and 4:30 p.m. Monday, Wednesday and Thursday, 8:00 a.m. to 6:00 p.m. Tuesday and 8:00 a.m. to 12:00 p.m. Friday in the Development Services Department at the Town Hall, by calling 613-257-6202 or by visiting the website. A copy of the proposed Official Plan Amendment and Secondary Plan are available for public review on the Development Services page on the Town’s website.
