DP2-01-2026 – 40 Bennett Street

An application for a Class II Development Permit has been received for a privately owned located at 40 Bennett Street (legally described as PLAN 3913 PT PARK LOT 13 RP;26R2426 PT PART 5, Town of Carleton Place).

The property is part of the area designated as “Business Park Campus” in both the Development Permit By-law and the Official Plan.

Purpose and Effect of Application:
The purpose of the application is to consider a Discretionary Use, being a Daycare Facility, within the existing building on the property. The proposal does not require any physical alterations to the footprint of the existing building or existing parking area. The application does not require any variations to the performance standards of the Development Permit By-law.

60-66 Moore Street – DP2-06-2025

An application for a Class II Development Permit has been received for privately owned lands located at 60-66 Moore Street (legally described as Part of Lots 1 to 3 on Plan 376, except Part 2 on Reference Plan 26R-2368; Part 2 on Reference Plan 27R-5617, being Part 13 of Lot 16 Concession 11, Beckwith, now Town of Carleton Place).

The property is designated as “Mississippi Transitional” in both the Development Permit By-law and Official Plan. 

Purpose and Effect of Application:

The purpose of the application is to consider the construction of a new two-storey multi-tenant commercial building (approximate gross floor area of 1,280m2). The proposed development will include site landscaping, parking and pedestrian amenities. The application requires a variation to the parking provisions prescribed in the Development Permit By-law to reduce the parking space requirement from 61 spaces to 32 spaces. No other variations to the By-law are required.

The purpose of the application is to consider the construction of a new four-unit townhouse block. The proposed development will require the extension of municipal services from the subject property to Park Avenue. The application does not require any variations to the performance standards of the Development Permit By-law.

The property is designated as “Residential” in both the Development Permit By-law and Official Plan.

Purpose and Effect of Application:

The purpose of the application is to consider the construction of a new two (2) storey apartment building (approximate gross floor area of 885.2 m2). The proposed development will include twenty (20) residential units. The application requires the two (2) following variations to the development standards prescribed by the Development Permit By-law:

• A proposed 28 parking spaces, whereas Section 3.29 of the Development Permit By-law would require 30 parking spaces; and

• A proposed 1.5 metre landscape buffer between the parking area and Nelson Street, whereas Section 3.29 of the Development Permit By-law would require a 2-metre landscape buffer

An application for a Class II Development Permit has been received for a privately owned vacant lot located at 42-52 Lansdowne Avenue (legally described as PLAN 3133 PART LOT A RP 26R1454 PART 1, Town of Carleton Place).

The property is part of the area designated as “Mississippi Transitional Sector” in the Development Permit By-law and in the Official Plan.

Purpose and Effect of Application:

The purpose of the application is to consider the construction of a 193 m2 addition to the existing commercial building. The application requires
the following variation to the development standards prescribed by the Development Permit By-law:

• A proposed 26 parking spaces, whereas Section 3.29.3 of the Development Permit By-law would require a minimum of 46 parking spaces*

*NB: The NEW forthcoming, Council adopted Development Permit would require this proposed development to provide 23 total parking spaces.

An application for a Class 3 Development Permit has been received for privately owned lands located at 455 McNeely Avenue
(legally described as BECKWITH CON 11 PT LOT 16 RP 27R7378 PARTS 5 7 10 AND 16 RP 27R8552 PART 2, Town of Carleton Place).

The property is part of the area designated as “Highway District” in the Development Permit By-law and in the Official Plan.

Purpose and Effect of Application:

The purpose of the application is to consider the construction of a freestanding 1,589 m2 commercial building in the southwest portion of the subject lands. The application requires the following variation to the development standards prescribed by the Development Permit By-law:

• 1 commercial vehicle loading space is proposed, whereas Section 3.25.1 of the Development Permit By-law would require a minimum of 2 loading spaces;

• 5 bicycle parking spaces are proposed, whereas Section 3.31 of the Development Permit By-law would require a minimum of 21 spaces; and

• To permit a Pharmacy as a permitted use in the Highway District, whereas Section 8.1 of the Development Permit By-law does not list Pharmacy as a permitted use.

Official Plan

The Official Plan is a fundamental policy that provides the framework for how development and growth will occur within the Town.  

The vision of the Official Plan is to “maintain and celebrate our heritage through balanced and sustainable growth which will support a sense of place respectful of our unique historical, cultural and natural heritage where citizens can enjoy an unparalleled quality of life.”

Development Permit By-Law

The Town of Carleton Place uses a Development Permit By-law in place of a Zoning By-law, Site Plan By-law and Minor Variance. 

Similar to a Zoning Bylaw, the Development Permit Bylaw provides permitted uses and setbacks for properties in different “designated areas” in Town.

The Bylaw also includes prescriptive Design Guidelines for each area of Town.

County of Lanark

The County of Lanark is the approval authority for consents (severances), plans of subdivision and condominium, part-lot control by-laws, and Official Plan Amendments.

The Town of Carleton Place facilitates the consultation of County applications and provides recommendations on applications.

Lanark County’s Sustainable Communities Official Plan

Development Charges (DCs) are fees collected by municipalities from developers during the building permit stage. The core philosophy is simple: growth should pay for growth. When a new house is built, it places immediate pressure on the Town’s infrastructure. DCs ensure that the cost of expanding these services falls on the developers—and ultimately the new residents—rather than being funded solely by existing taxpayers.

Community Improvement Plan

The Town of Carleton Place is pleased to offer a suite of financial incentives to projects that: a) rehabilitate and rejuvenate the Downtown, b) create affordable housing, c) improve the accessibility of businesses and public spaces for all residents.
